League
members must sign up weekly through the Chelsea system (phone or web site) or,
when necessary, at a course club house bulletin board.

Your request is not accepted until you have received a 5-digit
confirmation number. Record this
confirmation number. You will need
this number in the event you want to revise or cancel your request.
Chelsea sign up willclose at noon
on the Monday preceding Tuesday play. Bulletin
Board sign up deadlines are listed on the sign up sheet.
After the deadline, call the golf professional assigned to the league.
Pairings are done on Monday afternoons.
For
cancellations after these deadlines,
call the Tellico Village course directly.
Other General Information
Appropriate
attire should be worn on the golf course. The
current dress code for Tellico Village courses is posted in the Pro Shops.
Plan to arrive at least 30 minutes prior to your scheduled tee time or
shotgun start. Announcements will be
made PROMPTLY15 minutes prior to start time after which we will proceed to our
starting tees for shotgun start. (Note:
Start time changes monthly throughout the season and is posted on the calendar.)
RAIN
POLICY
On
questionable weather days, we will NOT cancel play unless the course is closed.
If you are signed up to play and do not wish to play, please call the Pro
Shop of the Tellico Village course where we are scheduled to play to cancel.
If a Team event is scheduled for that day and an insufficient number of
players show up, we will revert to individual stroke play.
Prize payout will be determined based on the number of players
participating. Rain checks will be
issued if it rains after play has begun.
GOLF
ETIQUETTE
·
Maintain pace of play.
Every effort should be made to play at the same pace as the group in
front of you. However, a ball being
struck can be heard from a considerable distance and a ball landing too close
to the group in front of you is a distraction.
Hitting when the group is too close is dangerous and discourteous.
- When
on the putting green, do not stand within the peripheral vision of the
player who is putting. Never
stand within the area that would be considered the line of sight of the
player putting. Do not stand on
their “line” to the hole. Use
common sense and stand where they cannot see you while they putt.
·
Repair your ball mark (and one other) before
leaving the green.
·
Do not move, talk, or stand in the line of
sight of a player making a stroke anywhere on the course.
- On
the fairway, use the sand provided to fill your divot and any others close
by.
·
When leaving a bunker, use the rake to
carefully fill and smooth holes and footprints.
Rake should be placed parallel to the fairway and away from the sides of
the bunker.
HANDICAPS
The
USGA’s Equitable Stroke Control (ESC) sets a maximum number that a player can
post on any hole depending on the player’s course handicap.
Your score must be adjusted accordingly, prior to posting for handicap
purposes.
TVLGA – 18 members will play to a maximum course handicap
of 36 in all League events.

Most Improved Golfer Award
To
be considered for the “Most Improved Golfer Award,” a player must have
participated in the League from the start of the season with an established
handicap.
SCORING
Each
player is responsible for turning in a completed score card (as determined by
the Professional Staff) after EVERY round of golf, both at home and away.
Post
scores in all forms of play…stroke play and even team competitions in which
you are requested to pick up. If a
player does not finish a hole or is conceded a stroke, the player shall record
their MOST LIKELY SCORE. MOST LIKELY
SCORE is the number of strokes already taken plus the estimated number of
strokes needed to complete the hole. All
tournament scores, home and away need to be posted as tournament scores.
You
are to post your score when you play at least 13 holes of an 18-hole round or at
least 7 holes of a 9-hole round. On
the holes you did not play, record a par plus any handicap strokes you would
have received for that hole.
GOLF
RULES
·
Except for “Local Rules” and “League
Rules” (if any), “USGA Rules of Golf” and “Decisions on the Rules of
Golf” will apply.
·
The Pro Shop will post a notice advising
golfers when and which Local Rules are in effect.
If “Winter Rules” or “Preferred Lies” are in effect, a golfer
may, without penalty, improve her lie by one club length when on the fairway or
in the rough (however, after the one club length improvement, the ball must
remain in the rough), no closer to the hole.
Otherwise, play the ball as it lies in the fairway, in the rough
or in a hazard. UNDER USGA RULES ANY
TIME A BALL IS MOVED, A 1-STROKE PENALTY MUST BE TAKEN.
- A
player may declare a ball UNPLAYABLE at any place on the course except when
the ball is in a water hazard. If
a ball is declared unplayable, the player must, under penalty of one stroke:
- Play
a ball as nearly as possible at the spot from which the original ball was
last played.
- Drop
a ball within two club-lengths of the spot where the ball lay, but not
nearer the hole.
- Drop
a ball behind the point where the ball lay, keeping that point directly
between the hole and the spot on which the ball is dropped, with no limit
to how far behind that point the ball may be dropped.
- If
the unplayable ball is in a bunker, she may proceed under any of the three
options listed above. However,
if she elects Options 2 or 3, the ball must be dropped in the bunker.
- Ground
under repair (GUR) will be marked with a white line.
A free drop may be taken, one club length from the nearest point of
relief, no closer to the hole.
§
Points
are given for Low Putts on Pin Days only.
For this reason, on those days, all putts must be holed.
- OUT
OF BOUNDS:
Out of Bounds are marked by white stakes (in some cases a
white line may be used). The
stakes are NOT considered obstructions and are deemed to be
fixed. They may NOT
be removed when making a stroke. If
you suspect your ball is out of bounds, or lost outside a water hazard, to
save time, play a PROVISIONAL ball.
You must declare that you are playing a provisional ball and identify
it to your fellow competitors. A
player may continue to hit the provisional ball until she reaches the spot
where the original ball was lost. If,
after a brief search, the original ball is found and is in play, she may
abandon the provisional ball and hit the original ball as it lies without
penalty. The penalty for an out
of bounds ball or lost ball is stroke and distance.
- HAZARDS:
Lateral water hazards are defined by red stakes and red lines.
Water hazards are defined by yellow stakes and yellow lines.
Both red and yellow stakes may be removed if they interfere in making
a stroke. Grounding a club when
addressing a ball in a hazard is a 1 stroke penalty.
This also applies to bunkers.
- DISPUTES:
In stroke play, if a dispute arises and cannot be resolved on the
course within a reasonable time, a player may choose to play a second ball.
The player must announce to her fellow competitors her intention to
do so and declare with which ball she will score, if the rules permit.
Both balls are to be holed out. Both
scores will be kept on the scorecard. When
the player reaches the clubhouse, a Pro will be consulted and a ruling will
be made.
§
DROP
ZONES: There
will be marked drop zones in appropriate areas on all courses.
We will play according to local rules as posted in the clubhouses.
STANDING
RULES
The following standing rules are effective January
2007:
1. The League Championship, which is a two-day league tournament, must
have provisions for a
rain date in order to satisfy the requirements for two rounds of golf.
2. Cell phones should be turned off when on the golf course, and should
only be used in
emergency situations.
TVLGA
18-HOLE LEAGUE
BYLAWS
ARTICLE I – Name
The name of this organization
shall be Tellico Village Ladies Golf Association, 18-Hole League.
It is a non-profit organization.
ARTICLE II
– Object
The
object of this Association shall be to encourage play of the game of golf,
according to USGA rules, among the ladies of Tellico Village and to conduct
tournaments for members throughout the year.
ARTICLE III
– League Playing Day
The
League playing day is Tuesday morning of each week of the golf season.
The League will alternate play between Toqua, Tanasi and Kahite Golf
courses.
ARTICLE IV
– Membership
Section
1:
The membership of the 18-Hole League of this Association shall be limited
to female members with a valid POA number
who are registered in the 18-Hole USGA Handicap Rating System and who pay dues
to the TVLGA 18-Hole League.
Section
2:
The Golf Professionals shall be honorary, non-dues paying members of this
Association.
Section
3:
All members shall be assessed annual dues as determined by the 18-Hole
League Board, payable when determined by that Board.
New members joining after August 1st shall be assessed
one-half (1/2) the dues and the full cost of the handicap service.
ARTICLE V –
League Qualifications
Section
1:
All new TVLGA-18 members will have a maximum USGA handicap of thirty-six
(36) or less for the home (Toqua) course when signing up for the league.
Section
2:
A new member must post or have cards for at least five (5) rounds of golf
when joining the League, or have a current, qualifying USGA Handicap Index that
produces a Course Handicap of 36 or less.
Section
3:
To compete in the
League Championship Tournament, a player must have posted 7 scores for 18 holes
of League play. For each day
that League play is cancelled, one of the seven score requirements will be
deducted for qualification.
ARTICLE VI – Officers
The
18-Hole League of this Association shall elect the following officers:
President
Vice-President
Recording
Secretary
Membership
Secretary
Treasurer
They shall hold office beginning in October following the
annual Fall meeting of members. These
officers shall be elected for a term of one (1) year or until their respective
successors are elected. No member
shall hold the same office for more than two (2) consecutive years.
However, due to the specialized skills of the Treasurer’s office, a 3rd
year is allowed if required by the needs of the League. If for any reason an
officer cannot complete her term of office, a replacement for that officer will
be appointed by the Board.
ARTICLE VII – 18 Hole League
Board
The Board shall be composed of the elected officers, the
Immediate Past President, and the Chairpersons of each committee appointed by
the President. The Board will institute such rules and regulations, consistent
with these Bylaws, it deems necessary and proper.
All meetings of the Board of Directors will be posted and open to league
members.
ARTICLE VIII – Executive
Committee
The Executive Committee shall be
composed of seven (7) members: The
President, the Immediate Past President, the Vice President, the Recording
Secretary, the Membership Secretary, the Treasurer, and one member at large.
The Executive Committee shall meet on a regular basis to discuss and
handle matters relating to league function.
Executive Committee members will also provide liaison with Committee
Chairpersons. The Executive
Committee shall conduct, manage and control the affairs and business of the
organization within the rules and regulations instituted by the 18-Hole League
Board. All meetings of the Executive
Committee will be posted and open to league members.
ARTICLE IX – Duties of Officers
Section 1:
The President shall:
(a) Preside at all meetings.
(b) Name the Chairpersons for all
committees and for special committees.
(c) Be an ex-officio member of all
committees.
(d) Be an ex-officio member of the
Board for the first year after she has served as President to provide continuity
in the League.
Section 2:
The Vice-President shall:
(a) Preside in the absence of the
President. In the event the Vice-
President is unable to act, the Board shall appoint some other member of the
Board who shall assume all duties and functions of the President on an interim
basis.
(b) Serve as Weekly Events
Chairperson. She may appoint
Co-Chairpersons to help with the weekly events or hostesses to assist the
Vice-President with duties of the Weekly Events.
Section 3:
The Recording Secretary
shall:
(a)
Keep a record of all annual and
special meetings of the members.
(b)
Keep a record of all meetings of
the Board and the Executive Committee.
(c)
Have charge of all papers and
correspondence.
Section 4:
The Membership Secretary shall:
(a)
Keep a record of all members,
together with their standing, in regard to dues and fees.
(b)
Work with the Pro Shop to ensure
the membership data is accurate and reflects the current membership status.
(c)
Prepare a yearbook for the League,
with the assistance of the Executive Committee, and see that all members receive
a copy.
Section 5:
The Treasurer shall:
(a)
Receive all funds and deposit such
funds in the depositories as may be approved by the Executive Committee.
(b)
Disburse funds upon approval by
the Executive Committee.
(c)
Maintain records of all receipts
and disbursements.
(d)
Submit such reports to local,
State, and Federal agencies as may be required by law.
(e)
Submit monthly reports to the
Executive Committee and annual reports to the membership at the meetings of the
League.
(f)
Submit books for audit once a
year.
ARTICLE X – Meetings
Section 1:
The Board shall meet as deemed necessary after their election and
appointment.
Section 2:
The League shall hold membership meetings twice a year, one in the spring
to open the season, and one in the fall at the close of the season.
The meeting in the fall shall be for the purpose of electing new officers
and for such other business as may come before the League.
The League’s Board or Executive Committee may call special meetings of
the membership at its discretion and advance notice must be given to the
membership.
Section 3:
One fourth (1/4) of the membership shall constitute a quorum and a quorum
must be present to vote on any issue having any effect on the League.
Section 4:
There may be written ballots for major issues.
ARTICLE XI – Election of
Officers
Section 1: The
Nominating Committee shall be composed of five members:
a Past President still active in the League who will act as the
Chairperson of the Committee, the current Vice-President, and three members
selected by the Chairperson. These
three members shall have been active members of the League for at least two
years.
The five members of the Nominating
Committee will share duties equally. They
shall present a slate of one nominee for each elective office.
They shall have qualified the candidates and obtained the consent of
each nominee in advance of the Fall meeting.
(1)
The President shall post the names of the nominated officers on the
bulletin board 30 days before the fall meeting.
(2)
At the fall meeting, the Chairperson of the Nominating Committee will
present the slate of officers for the following year.
The President will ask for nominations from the floor.
Nominations from the floor will be handled in accordance with Roberts
Rules of Order. If there are no
nominations from the floor, the Secretary will be instructed to cast a unanimous
ballot for the slate as presented.
Section 2: One person shall
be nominated for each office. Further
nominations may be made from the floor is desired.
ARTICLE XII – Amendments
The Bylaws may be amended at one
of the regular membership meetings of the League by a majority of those present
at the meeting, providing the amendment has been submitted in writing and posted
at least thirty (30) days prior to the date of such regular meetings.
If the meeting is a special meeting, then a majority vote by those
present is required to pass a motion.
ARTICLE XIII – Parliamentary
Procedures
The rules contained in the current
editions of Roberts Rules of Order, newly revised, shall govern the League in
all cases to which they are applicable and in which they are not inconsistent
with these Bylaws and any special rules of order the League may adopt.
The above constitutes the
Bylaws
DUTIES OF APPOINTED CHAIRPERSONS
The ADVISOR is the immediate Past President;
she will attend Board meetings and Executive Committee meetings to provide
continuity to the League. She will
chair the Nominating Committee.
The BIG SISTERS Chairperson will maintain a
program to welcome new members.
The BIRDIE Chairperson will monitor the
number of birdies made by our league members, distribute birdie pins, and
determine the winner of the most-birdies award.
The CHIP-IN Pot Chairperson will oversee the weekly chip-in event and
distribute the monies accordingly.
The COMMUNICATION Chairperson will maintain a committee to communicate the
special information to the membership via email. Those members who do not use
email will be phoned.
The GARDEN Chairperson will see that the garden is maintained and planted
as needed.
The HANDICAP Chairperson will oversee League Members’ handicaps and
educate the membership as to handicap information.
She will be the TVLGA-18 League representative on the Tellico Village
Golf Handicap Committee.
The RULES Chairperson will help educate the
membership regarding the rules of golf. They
will find answers to rules situations that come up during the season.
The KNOX AREA Chairperson will be the liaison between the TVLGA and the
Knox Area Board. She will organize
and present the tournament, with the help of the Professional Staff, when
Tellico Village hosts the other Knox Area clubs.
The INTERCLUB
Chairperson will be the liaison between the TVLGA and Interclub.
She will organize and present the
tournament, with the help of the Professional Staff, when Tellico Village hosts
the other Interclub members.
The OUTSIDE INVITATIONAL Chairperson will provide information to the
League membership regarding tournaments being held in our area.
The PRIZE Chairperson will purchase prizes for tournaments and special
events planned by the League.
The PUBLICITY Chairperson will see that information regarding League
events is made available to the membership as well as providing results of
League events to the proper media.
The RINGER Chairperson will collect ringer
entry fees, keep track of each participant’s best scores per hole for each
course and distribute ringer prize money at the end of the season.
The SOCIAL Chairperson will plan social functions for the League,
primarily the Winter Coffee and the Opening and Closing Luncheons.
The SUNSHINE Chairperson will send messages
of encouragement or sympathy to members or their extended family members as seen
appropriate.

TOURNAMENTS AND EXTRA EVENTS

MATCH
PLAY:
In match play the game is played by holes.
Unless otherwise provided in the Rules,
a hole is won by the side
which holes its
ball in fewer strokes.
In a handicap match the lower net score wins.
The reckoning of holes is kept by the terms: so many “holes up” or
“all square,” and so many “to play.”
STROKE
PLAY: In stroke play, the
competitor who plays the stipulated
round or rounds in the fewest strokes is the winner.
Rules:
All USGA rules will apply except:

If there is a question during stroke play, you may play a second ball and after
the round, discuss the ruling with the pro.
This does not apply in Match Play.

League Championship is a Stroke Play event.
The League Champion is the player with the Low Gross Total for two
stipulated rounds. Prizes are
awarded for low gross and low net in each flight.
A League player must have completed 18 holes of play for seven (7) league
play days in order to qualify for the event.
If the golf course is closed and League play is cancelled, the 7 play-
day requirement is adjusted accordingly. Sign
up through the Chelsea System. Play
is by tee times.
MEMBER-MEMBER:
Each player will
play with a partner of her choosing. The
tournament will be played on two successive days.
DUELING
DIVAS: (Previously
called Partners Challenge)-Two person teams will compete in a one-day 18-hole
match play event.
PIN
DAY: Each month there will be an event
called Pin Day. First, second
and third place points will be awarded for low net and low gross winners from
each of our four (4) flights. The
person who has accumulated the most pin day points on their posted scores will
receive our Pin Day awards at our year-end banquet.
All players must putt out on every
hole. Please total your putts
on score card.
PINK
RIBBON: Annual tournament to benefit the local chapter of the Susan G. Komen
foundation.
PRESIDENT’S CUP: The President’s Cup is a Match Play
event. It will be played over
multiple days. The players will be
placed in flights according to handicap and the event will be a single
elimination tournament. The winners
of each flight will play off to determine an overall winner and runner-up.
We will be using 80% of handicap when player gets out of own flight.
Play is by tee times.
RINGERS:
An entry fee is paid by each player.
Scores are kept individually hole by hole on each of the three courses.
After play each week, the score is changed on each improved hole.
The monies are distributed at the end of the season according to the best
scores by flight on each course.

Big
Break Challenge: This
team event combines two different formats. A
nine hole unhandicapped scramble where each of the nine holes will be set up to
test your skills. The second nine
hole format is handicapped stroke play where 2 best balls will make up your team
score.
Black
Tee: We will play from
the black tees at Kahite. The dress
code is waived for this event.
Criss
Cross: The
team gets to compare corresponding holes on their scorecard and choose the lower
of two scores, resulting in a 9-hole total score.
Front 9 holes are paired up with the corresponding back 9 holes.
In other words, think of No.1 and No. 10 as a pair, No.2 and No. 11 as a
pair, No. 3 and No. 12 as a pair, and so on up to No. 9 and No.18.
Following the round, compare the best two net scores you recorded on No.
1 and No. 10 and circle the lower of the two (in relation to par).
For example, a net birdie is a -1; a net bogey is a +1.
Compare No. 2 and No. 11 and circle the lower of the two and so on
through No. 9 and No. 18.
Flag
Day:
Each player will be given a small flag, with her name and handicap, plus
par written on it. When the player
has used that number of strokes, the flag is planted where the ball lies.
For example: Player A with a
course Handicap of 14 playing a par-72 course would be allowed 86 strokes.
The players who plant their flags the farthest on the course are the
winners. Extra holes may be
necessary.
Least
Favorites: On
every course there are a few holes that give every golfer trouble.
These are the ones where no matter how many times you play the course,
you can never quite tame those holes. Before
teeing off, pick your least favorite par 3, par 4, and par 5.
You must still play the
holes, but you do not have to add those scores to your total.
You will have an 18-hole score for posting but only a 15-hole score for
the event.
Nassau:
Best team net score for front nine. Best
team net score for back nine. Best
team net score of 18.
Solheim
Cup:
We will play the Solheim Cup format. Players will be listed from lowest
handicap to highest. Players 1, 3,
5, etc. (odd numbers) will be one team; players 2,4 6, etc. (even numbers) will
be the other. Teams of 2 will play 6
holes – best net ball, 6 holes – alternate shot, 6 holes match play.
More details will be given when the sign-up sheet is posted.
Scramble:
All players move up to the best shot
and each player plays from there until the ball is holed.
Stableford:
The
objective of Stableford is to score as many points as possible.
Points are accumulated by the following net scores:
bogey –
1 point, par - 2 points, birdie
– 3 points, eagle – 4 points.
Points are added together for the team score.
Tee
Box Challenge:
This 2 ball team event at Kahite will have the A players teeing off from
the White tees, B players teeing off from the Orange tees, C players teeing off
from the Green tees, and the D players teeing off from the Black tees.
Handicaps will be adjusted and one ball from the AB players and one ball
from the CD players will make up the team score.
Triple
Play:
The course will be set up so that all 18 holes are par 3’s of varying
lengths. Individual winners (gross
score only) will be by flight.
Up
and Down: Using net scores,
use 1 ball on Hole #1, 2 balls on Hole #2, 3 balls on Hole #3,
3
balls on Hole #4, 2 balls on Hole #5, 1 ball on Hole #6, etc.

TEAM
PLAY DAYS
Points
are awarded, based on the type of event. Approximately
60 points are awarded to finishing teams in first and second place and,
depending on the event, third and fourth places.
Closest to the pin both front 9 and back 9 will be awarded at 2 points
each.
Ties
will be broken by score card playoff beginning at #1 handicap hole.
After each league play day a list of weekly winners and amount of points
awarded will be posted on the league’s web site.
Weekly point money will be awarded in the form of Pro Shop Gift
Certificates available at Tanasi and will be issued in July and October.
HOST
9-HOLE LEAGUE
The LGA 18 Hole League will host the LGA 9 Hole League every other year.
It will be a 9-hole scramble with lunch after play.
The field is limited to a maximum of 52 players from each league (total
104 players).
HOLE-IN-ONE
CLUB
Each member of the TVLGA-18 has the opportunity to participate in the
Hole-In-One Club. The cost to
participate is $5.00 per year. The
cost can be included in the yearly membership dues.
A member can also pay the $5.00 by check to the TVLGA-18 separately as
long as it is received by the treasurer before the first day of League play.
New members joining the league after opening day may join the Hole-In-One
club at the time the league membership application is submitted if the fee
is included at that time with the cost of the yearly dues.
The Hole-In-One Club year (12 months) begins on the first day of League
play in the spring and ends the day before the start of League the following
spring.
The payout of the Hole-In-One money will be made at the Opening Luncheon.
The amount will be determined by the number of participants.
If more than one hole-in-one is made during the year, the payout will be
divided between the members scoring a hole-in-one.
If no hole-in-one is made during the year, the money will be carried
over to the next year. The amount
awarded shall not exceed the USGA cash limit for amateur status.
Any monies over the cash limit will carry forward to the next year.
STATE & OUTSIDE TOURNAMENT INFORMATION
Women’s Amateur:
Format: The
field is 112 players – Format is one round of stroke play qualifying for match
play flighting and seeding – Field is flighted into six flights with
championship flight having 32 players and the other five flights having 16
players – Losers from first round of Match Play go into consolations flights
– All contestants play from the same tees during stroke qualifying –
championship flight then moves back to championship yardage and all other
flights move forward to flighted yardage. Maximum
USGA Handicap Index is 23.0
Women’s Four Ball:
Format:
The field is limited to the first 64 teams (128) players to
enter – The format is 36 holes
at
four ball stroke play with flighting based on first round score.
Maximum USGA Handicap Index is 28.5
Women’s Senior Amateur:
Format:
All players will
play their first 18 holes from approximately 5,300 yards.
After all first-round scores are posted, the field will be divided
equally into flights (championship & flights 1-4) with all like scores in
the same flight. If a player did not
play their way into the championship flight, they will have half an hour after
all first-round scores are posted to “opt” into the championship flight.
The championship flight will move to a slightly longer set of tees.
All other flights (flighted division) will play from a shorter set of
tees. The remaining two rounds will
be contested within each flight (36 holes).
The Women’s Senior Amateur Champion will come from the championship
flight only. A super-senior award,
(age 65+) will be awarded in each division (flighted and championship), based
upon a 54-hole total score. Maximum
USGA handicap index is 26.4.
